A single, coordinated CRA-creation scope

BusinessFlare® carried the City through the full statutory process under Chapter 163, Part III, Florida Statutes — background review, existing conditions, the Finding of Necessity, and the Redevelopment Plan — supported by extensive community engagement (the "Somos Allapattah" outreach).

Background Review & Preparation

Evaluate prior plans and studies for the study area; kickoff and initial client meetings; assemble City and County data.

Existing Conditions

Physical-environment, market, socio-economic, and regulatory analysis against Chapter 163 and Miami-Dade County criteria.

Statutory slum/blight analysis with field visits, data, and photo documentation supporting CRA eligibility.

Existing Conditions Report Delivered

Baseline assessment completed March 2025.

Plan issued April 2025, informed by the March 29 public session ("Somos Allapattah").

Adoption & interlocal In progress

City resolutions to establish the CRA, transmittal to Miami-Dade County, and interlocal agreements with the taxing authorities.

Client responsibilities

What the City provides

  • Timely scheduling of meetings and public sessions.
  • City data — crime, code, fire/EMS, infrastructure, and property records.
  • Legal description of the CRA boundary as required by Chapter 163, Part III, F.S.
  • Required public notices and coordination with Miami-Dade County.
  • Prompt review of and comment on draft deliverables.
